Changing the way the world buys professional services
We’ve decided to change name because our business has evolved over the last 4 years and we have ambitious plans to achieve more. Delivering the NEPRO framework, we’ve have grown from a North East start up to a nationwide community that’s opening up procurement across the UK.
Our team now has 30 people based in offices in Sunderland, Birmingham and London. And over 100 contracting authorities from all over the UK public sector have trusted us with over 2,000 projects. Our new brand builds on our heritage and reflects this transformation. It enables us to showcase better what we stand for; creating a community that brings buyers and suppliers together to achieve better outcomes. And most importantly, assured quality delivery so buyers pay only on results.
We now want to build on success to date and we have big plans; our vision is to change the way the world buys professional services.
What this means for our buyers and suppliers
We are still the delivery partner for the NEPRO framework, changing nothing in practical terms. We still offer an efficient and compliant route to market for professional services suppliers up and down the UK, looking for opportunities to win business with the public sector.

We’ve also revealed the Bloom Value Formula. It’s our unique view of what’s needed to unlock as much value as possible when procuring professional services, distilled into a formula. And it explains what you can continue to expect from us as we change from NEPRO Ltd to Bloom.

A mini competition can be run in ten days.
- Collaboration for better outcomes: Bloom offers collaboration opportunities for contracting authorities to share best practice and advice on common projects, offering the chance to replicate previous successes. Pro-Vide, our cloud-based project management tool, is at the heart of our collaborative approach and gives our community of buyers and suppliers one common place to manage projects, leading to better connections and better outcomes.
- Supporting Social Value: Bloom supports access to government opportunities, opening up procurement. That’s achieved because around 70% of projects to date have been awarded to smaller suppliers, with a balance between mini competitions and direct awards. This helps the public sector support local communities’ economies and business growth.

This change reflects our journey and our intent for the future – and we look forward to delivering more value in professional services together, and continuing to open up procurement.
