“Providing a community of suppliers with the right capabilities, capacity and experience to meet your professional services requirements.”
We deliver the NEPRO³ solution, run by NEPO. It’s a fully OJEU compliant procurement offering that is auditable at every step, from business case, to approvals, to supplier performance. Our role is to manage successful outcomes so you only pay us, and a supplier from our community of more than 6,500 suppliers, when the job is delivered to your expectations.
From small projects to total delivery solutions, buyers can choose to run a mini competition, or appoint a specific supplier. New suppliers are joining our community week in, week out, so if you have bespoke needs, we can new source suppliers to meet them.
And if you need to move fast, Bloom can take you from first contact to professional services on-site in as little as 13 days.
Our process begins with your brief, which we’ll help you create, getting you off on the right foot. We’ll then present you with a selection of the most relevant suppliers that meet your needs, allowing you to choose without any sales pressure.
As a supplier, signing up with us is simple. You begin by using our cloud-based system Pro-vide 2.0, to give us initial contact details about your business and begin registration.
From there, we’ll take you through an accreditation process to become part of our supplier community and once your accreditation is approved, you’ll have immediate access to the countless opportunities we manage for the public sector.
We know that budgets are shrinking, and evolving requirements mean the need to access expert external advice, often at short notice. But whether you’re a procurement professional or a service user, there are key things that are crucial to delivering any project.
At Bloom, we offer fast access to the most relevant suppliers. With fully transparent governance, robust reporting and efficient budget control, you get the cast iron delivery assurance that’s at the heart of our service.
Bloom is committed to effective governance, so our complete IT infrastructure has been separately certified as part of the UK Government Cyber Essentials scheme. A growing number of Bloom suppliers are also Cyber Essentials certified.
Our rigorous accreditation process makes sure all supplier documentation is in place. It’s all taken care of by us because we are the link between buyers and suppliers. That means everyone can concentrate on delivering the job, not worrying about the paperwork.
With Bloom, you get more supplier choice and control. Through our network of more than 6,500 suppliers, you can confidently support more local and SME businesses, all available alongside the best national providers.
At Bloom, we pride ourselves on getting you the support you need, as quickly as you need it.
On average we can run a mini-competition with consultants in place in around 20 days. That compares to around 100 days via traditional procurement routes.
There’s many reasons why control is important in procurement. You want to control spend and know who is buying, for what and why.
Engaging professional services suppliers can also bring complexity not seen with other categories such as reputational risk and under the radar projects. This means you need to have a complete picture of your professional services projects and budgets supported by robust governance.
And recent changes to off-payroll tax rules affecting contractors make the need for control even more important than ever. Our management information gives what you need so you’ll always know which suppliers are working for you, where, for how long, and all in real time.
We offer 20 categories of professional services, with more than 340 sub-categories, so we’re confident that we can help deliver the project you need. Download our full category list for more detail.
