Find out how we can help you navigate the new Procurement Act with the NEPRO³ Framework, ensuring compliance and unlocking opportunities for SMEs in public sector contracts.
The UK government is set to implement the Procurement Act 2023 on 24 February 2025, introducing significant reforms to public procurement processes. This new legislation aims to simplify procurement procedures, enhance transparency, and provide greater opportunities for small and medium-sized enterprises (SMEs) to engage in public sector contracts.
At Bloom, we are committed to supporting our public sector clients and supplier community through these changes. The NEPRO³ framework that we exclusively deliver enables public sector organisations to procure specialist professional services swiftly and cost-effectively. By leveraging NEPRO³, clients can navigate the new procurement landscape with confidence, ensuring a fully compliant process while achieving their strategic objectives.
As the Procurement Act introduces increased scrutiny on value for money and public benefits, Bloom helps the public sector deliver on these expectations. Our clients achieve, on average, 14% savings against budget—delivering exceptional value for taxpayers and ensuring vital resources are redirected to where they’re needed most.
The Procurement Act will make it easier for smaller businesses to access public sector contracts. Through Bloom’s marketplace, 71% of projects go to SMEs and third-sector organisations. This helps these businesses grow, create jobs, and deliver important social value. We can source and onboard any supplier at any time, completely free of charge, making it easier for the public sector to find the right expertise and stay compliant with the new rules.
The Procurement Act will create a more flexible and straightforward commercial system that better meets the country’s needs while staying compliant with international obligations. NEPRO³ offers a reliable, fast, and fully compliant route to market, trusted by over 500 public sector organisations. It will continue to be fully compliant after the Act is implemented, as it was procured by NEPO in line with the Public Contracts Regulations and has passed NEPO’s rigorous approval process.
As the NEPRO3 framework was procured under PCR 2015, PCR will still apply.
The changes introduced by the Act will drive better outcomes throughout the commercial lifecycle, fostering innovation.
At Bloom, we’ve always taken an outcomes-focused approach to procurement, making us perfectly positioned to help guide your organisation through this new model. We can also quickly onboard new, innovative suppliers to our Marketplace whenever needed.
The Act places a strong focus on suppliers, with underperforming ones facing stricter consequences, and those taking unacceptable risks likely facing exclusion.
With NEPRO³, buyers can leverage 12 years of insight into supplier performance. When new suppliers join our marketplace, we thoroughly record their details and ensure contracts are built with the level of protection our clients require.
Whether through direct award or mini competition, our clients can quickly access suppliers that meet their specific needs.
The Act will introduce a central digital platform where suppliers can register and store their details, making it easier for them to participate in multiple bids and view opportunities in one place.
Through Bloom Marketplace, we provide our buyers and suppliers with an intuitive, user-friendly procurement platform, continuously improved with regular updates from our in-house teams.
The Procurement Act aims to ensure transparency throughout the commercial lifecycle, making sure taxpayers’ money is spent wisely. Through the NEPRO³ framework, Bloom provides clear and transparent reporting on spend across the supply chain, with dashboards and management information that allow contracting authorities to view all their SPS spend in one place. Additionally, performance metrics, KPIs, and other mechanisms can be integrated into the NEPRO/Bloom project lifecycle.
The Procurement Act aims to embed transparency throughout the commercial lifecycle, ensuring that taxpayers’ money is spent wisely. Bloom, through NEPO’s NEPRO3 framework, enables visible and transparent reporting on SPS spend across the supply chain, dashboards, and MI, enabling contracting authorities to see all their SPS spend in one place. In addition, performance, KPIs, and other mechanisms can be built into the NEPRO/Bloom project lifecycle.
