Climate change is high on the public sector’s agenda, with many authorities facing significant pressure in realising challenging net zero targets. As a consequence, there’s now a pressing need for decision-makers to pursue far-reaching and timely measures.

One source of harmful climate impacts that’s often overlooked, however, is that of existing buildings. The ‘built environment’ is an expression used to describe ‘the human-made surroundings that provide the setting for human activity’. It’s currently responsible for 40% of global annual CO2 emissions. Closer to home in the UK, the built environment is directly responsible for 25% of the nation’s carbon emissions. A significant percentage of this figure involves buildings used by public sector bodies, from local authorities to public service providers.

It’s not surprising that the Government’s Public Sector Decarbonisation scheme states that emissions produced by public sector buildings alone must fall by 75% by 2037. Fortunately, addressing the issue doesn’t need to entail time-consuming and costly structural changes. We’ve recently supported South Tyneside Homes decarbonise a large portion of their social housing stock.

Why Us?

Whilst retrofitting itself is a simple process, choosing the right suppliers and solutions can prove challenging. Public sector organisations require pre-approved suppliers that can provide cost-effective solutions. For many organisations, locating them is easier said than done. This is where Bloom’s expertise can prove to be invaluable.

We’ve worked in partnership with the NEPRO³ framework for over a decade, having successfully delivered over 9,400 public sector projects. Our clients have access to over 4,000 suppliers, spanning 20 professional service categories and 340 sub-categories. This has allowed us to offer an unparalleled level of market access and to reach a combined value of over £1.1 billion in delivered projects.

For specialist service providers, we’re also one of the fastest compliant routes to market – with contracts being awarded in as little as 15 days. Joining our marketplace and gaining accreditation is entirely free and our suppliers are not charged for participating in bidding opportunities either. Bloom is perfectly placed to connect specialist service providers with public sector organisations – transforming the challenge of reducing the climate impacts of public buildings into an opportunity, for local businesses and communities alike.

Bloom was essential in the recent hiring of a consultant for a governance project within oneSource. Through the NEPRO solution, I was able to hire a consultant within 2 weeks of posting my project requirements. I was provided with proposals from a range of experienced and relevant suppliers and received valued support from Bloom throughout the process.

I chose to work with Bloom as I liked the idea of outcome-based projects. It’s so much more efficient, as it’s a compliant process without the need to go through the OJEU process as it’s still competitive. Bloom has many suppliers already available but we can add suppliers whenever we want. Having someone who can help by providing a second opinion; a neutral point of view has been valuable to us.
